Buying Off-Plan in Dubai: How Payment Plans and Escrow Work
Off-plan means buying before construction is complete - sometimes before it has started. It is a large part of the Dubai market and it works well for a lot of buyers, but it is a different proposition from buying a finished home.
How payment plans work
Instead of paying in full at transfer, you pay in instalments tied to construction milestones or fixed dates. Plans are commonly described as splits - a 60/40 plan means 60% across the construction period and 40% at handover. Post-handover plans extend some of the payment past the point you receive the property.
The practical effect is that a smaller amount of capital gets you into a purchase, which is the main appeal. The trade-off is that you are committed to a payment schedule regardless of what happens to your circumstances or the market in the meantime.
What escrow protects
Developer payments for off-plan projects in Dubai are required to go into a project-specific escrow account, regulated so that funds are released against construction progress rather than being available to the developer immediately. This is the main structural protection for off-plan buyers, and it is worth confirming the escrow arrangement for any project you are considering.
Risks worth understanding
Handover delays. These are common enough that you should plan for the possibility rather than treat it as an exception. Check the developer's record on previous projects - it is the best available indicator.
The finished product differing from the render. Marketing imagery is marketing. Look at completed projects by the same developer to judge realistic finish quality.
Market movement. You are committing at today's price to something delivered in two or three years. That can work strongly in your favour, and it can go the other way.
No income while you wait. If your plan depends on rental income, off-plan does not produce any until handover.
What to check before committing
- The developer's delivery record on completed projects
- The full payment schedule in writing, including anything due at handover
- What the contract says about delays and what remedy you have
- Whether the project is registered and the escrow account confirmed
- Service charge estimates for when you take possession
Is off-plan right for you?
It suits buyers with a multi-year horizon who are comfortable with construction risk and do not need income in the meantime. It suits people needing a home this year considerably less well.
